يعاني قطاع المشاريع الصغيرة من عدة مشاکل تعيق تنميتها وتطورها مما يؤدي الى الحد من فعالية هذا القطاع الهام، وتختلف أنواع المشاکل التي تواجهها الصناعات الصغيرة، باختلاف الظروف الاقتصادية والاجتماعية والسياسية.
کما أن هناک قصور في دعم المشروعات الصغيرة ومتناهية الصغر التي توفر فرصا عديدة للتشغيل أمام جموع الشباب والمرأة وخاصة في المناطق الريفية, ويتأتى علاج تلک المشکلة بتوفير المساندة المالية والفنية لهذه المشروعات, وتحرص السياسات الاقتصادية الموجهة لهدف التشغيل التصد بحزم لمشکلة البطالة ولمنع تفاقمها في المدى القصي, وذلک إما بشکل مباشر من خلال تبني برامج تشغيل تستهدف إتاحة المساندة المالية والفنية للمشروعات الصغرية ومتناهية الصغر وللقطاع غير المنظم, أو بشکل غي مباشر من خلال تهيئة المناخ الاستثمار عن طريق حزمة من الإجراءات والتشريعات الاقتصادية التي تسهم بشکل فاعل في زيادة معدلات التشغيل وفي الوقت نفية معدل النمو الاقتصاد المستهدف بالخطة.
