أثر المشارکة الفعالة للمجتمع في أنشطة الجودة الشاملة بالمدارس الابتدائية بالکويت على الإلمام بآليات إدارة الأزمات التعليمية.

تحتاج المؤسسات التعليمة إلى تظم فعالة لإدارة الأزمات ويرتبط إدارة الأزمة على نحو کبير بإمکانيات المؤسسة التعليمية والقائمين عليها وطبيعة ونمط الإدارة واستراتيجياتها ومن هذا المنطلق تأتي أهمية وأثر تطبيق معايير الجودة الشاملة والقادر على تنظيم العملية الإدارية بشکل کامل يعزز من جودة مخرجات التعليم.
ولتحقيق هدف التعرف على أثر المشارکة المجتمعية في  أنشطة الجودة الشاملة بالمدارس الابتدائية بالکويت على الإلمام بآليات إدارة الأزمات التعليمية سعت الدراسة إلى التعرف على مفهوم المشارکة المجتمعية في التعليم وکيف يمکن تطبيق الجودة الشاملة في المؤسسات التعليمية وما هي المنطلقات الفکرية التي تقوم عليها مع شرح المبادئ الرئيسية وخطوات تطبيق إدارة الجودة الشاملة في المؤسسة التعليمية ودواعي الاهتمام بتطبيقها وتوضيح متطلبات  وفوائد تطبيق الجودة الشاملة في المؤسسات التعليمية من دون إغفال معوقات تطبيق معاير إدارة الجودة الشاملة وتوضيح أدوات التغيير الثقافي لتطبيق إدارة الجودة الشاملة في منظمات التعليم وتوضيح نماذج وتصنيفات إدارة الأزمات في المؤسسات التعليمية من خلال مفهوم  الأزمة التعليمية وأثرها على المجتمع واستعراض ملامح الأزمة التعليمية في دولة الکويت وکيف يمکن تطوير إدارة المدارس بدولة الکويت من منظور معايير جودة العملية التعليمية.
وتوصلت الدراسة إلى أن عملية تطبيق مفاهيم إدارة الجودة الشاملة يستلزم وجود أرضية تضم کافة البنى الإدارية والتنظيمية والاجتماعية في المؤسسة التعليمة وخارجها بحث يتوفر المناخ التنظيمي والإداري الذي يسمح بالتطبيق الفعال وأن المشارکة المجتمعية هي الوسيلة التي يتمکن بها أفراد المجتمع المحلي من التأثير الإيجابي في القرارات والسياسات حيث يعتبر التغيير الثقافي أحد أهم مداخل التحول نحو تطبيق إدارة الجودة الشاملة.
 
 
 
 
 
 
 
Abstract:
Educational institutions need effective crisis management systems, as crisis management is closely related to the capabilities of the educational institution and those in charge of it, the nature and type of management and its strategies, and from this standpoint comes the importance and impact of applying comprehensive quality standards as it is able to fully organize the administrative process that enhances the quality of education outcomes.
In order to achieve the goal of identifying the impact of community participation in total quality activities in elementary schools in Kuwait on familiarity with the mechanisms of educational crisis management, the study sought to identify the concept of community participation in education, how the total quality can be applied in educational institutions and what are the intellectual bases on which it is based with an explanation of the main principles and steps The application of total quality management in the educational institution and the reasons for its application and the clarification of the requirements and benefits of the application of total quality in educational institutions without neglecting the obstacles to the application of total quality management standards and the clarification of cultural change tools for the application of total quality management in educational organizations and the clarification of models and classifications of crisis management in educational institutions through the concept The educational crisis and its impact on society and reviewing the features of the educational crisis in the State of Kuwait and how schools management in the State of Kuwait can be developed from the perspective of quality standards for the educational process.
The study concluded that the process of applying the concepts of total quality management requires the existence of a platform that includes all the administrative, organizational and social structures in the educational institution and outside it. A study that provides an organizational and administrative climate that allows for effective implementation and that community participation is the means by which members of the local community can positively influence decisions and policies. Cultural change is considered one of the most important entrances to the transformation towards the implementation of Total Quality Management.
