إدارة الأزمات Crisis Management دراسة تطبيقية على إدارة أزمة كوفيد 19 ( كورونا ) في دولة الكويت

يتسم عصرنا الحالي بالكثير من الأزمات والكوارث والتي تتطلب من الدول والمنظمات توقعها ومواجهتها . ورغم أن الأزمات عامل رئيسي في الكشف عن مدى قدرة المنظمات والدول وإستعدادها لما قد تواجهه من أزمات ومدى قدرتها وإستعدادها والتخطيط الجيد لها لمعالجتها والحد من أثارها بأقل تكلفة ممكنة سواء كانت مادية / سياسية / بشرية / إقتصادية والمحافظة على الشعوب والعملاء في آن واحد  ، إلا أن الكثير من المنظمات والدول تغفل هذا الجانب أو لا تعطيه حقه من الإستعداد والجاهزية رغم ما قد يكلفهم من خسائر كبيرة على كافة الأصعدة .
وقد أثبتت الأزمات والكوارث أن هناك نقص كبير في فهم الأزمات والقدرة على الإستعداد لها حيث أصبحت هذه الأزمات جزء مرتبط بحياة الإنسان وتشكّل قلق وخسارة للقيادات والمسئولين والمواطنين على حد سواء لفجائيتها عليهم جميعا . 
وقد هدف الباحث من خلال هذه الدراسة تقييم تجربة وواقع الإستعداد والمعالجة لجائحة كورونا Covid-19 في دولة الكويت ومعرفة الأدوار التي قامت بها قطاعات الدولة والمنظمات التجارية والمحددة في عينة الدراسة ومدى نجاح هذه القطاعات في الحد من الخسائر التي لازمت هذه الجائحة ، وعما إذا كان هناك تخطيط لإدارة الأزمات التي قد تحدث مستقبلا ومدى فاعلية التخطيط والإدارة للأزمات والكوارث .
وسوف يتّبع الباحث في هذه الدراسة المنهج الوصفي التحليلي وإستخدام أداة الإستبانة لجمع البيانات المطلوبة ثم تحليلها بإستخدام نظام التحليل الإحصائي  SPSS . وسوف تنتهي هذه الدراسة بمجموعة من التوصيات والمقترحات التي يأمل الباحث أن يكون لها أثر إيجابي لرفع الكفاءة والقدرة والإستعداد والتخطيط في حال نشوء أزمة أخرى أو إستمرار هذه الأزمة لفترة زمنية طويلة .

Abstract
Our current era is characterized by many crises and disasters that require states and organizations to anticipate and confront them. Although crises are a major factor in revealing the extent of organizations and states ’ability and preparedness for what they may face in terms of crises and the extent of their capacity, willingness and good planning for them to deal with them and reduce their effects at the lowest possible cost, whether material / political / human / economic, and to preserve peoples and customers at the same time. Many organizations and states neglect this aspect or do not give it its right to prepare and prepare, despite the great losses it may cost them at all levels.
Crises and disasters have proven that there is a great lack of understanding of crises and the ability to prepare for them, as these crises have become a part related to human life and constitute anxiety and loss for leaders, officials and citizens alike due to their suddenness on all of them.
Through this study, the researcher aimed to assess the experience and reality of preparedness and treatment for the Coronavirus Covid-19 pandemic in the State of Kuwait and to know the roles played by the state sectors and commercial organizations as defined in the study sample and the extent of success of these sectors in reducing the losses that have accompanied this pandemic, and whether there Planning to manage crises that may occur in the future and the effectiveness of planning and managing crises and disasters.
In this study, the researcher will follow the descriptive and analytical approach and use the questionnaire tool to collect the required data and then analyze it by using the SPSS statistical analysis system. This study will end with a set of recommendations and proposals that the researcher hopes will have a positive impact to raise efficiency, capacity, preparedness and planning in the event of another crisis or the continuation of this crisis for a long period of time.
